\"passport<\/a>The Government are consulting on whether to introduce vaccine passports under what Mr Johnson has called \u2018Plan B\u2019 for England.
\n\u2018Plan B\u2019 would come in \u2018at short notice\u2019 and would involve a new \u2018Project Fear\u2019, passports and reintroducing masks \u2018If the data suggests the NHS is likely to come under unsustainable pressure\u2019.<\/p>\n

No evidence \u2018measures\u2019 work<\/h2>\n

A Government proposal (linked here)<\/b><\/a> published on 27th September 2021 was entitled: \u2018Proposal for mandatory COVID certification in a Plan B scenario.\u2019 It says: \u2018The government\u2019s Plan B prioritises measures which can help control transmission of the virus while seeking to minimise economic and social impacts.\u2019<\/p>\n

This is just an assertion. There is no supporting evidence that they \u2018can help control transmission of the virus\u2019 anywhere in the documents. Such evidence simply does not exist.<\/p>\n

The measures include<\/b>:
\n(1) \u2018Communicating clearly and urgently to the public that the level of risk has increased, and with it the need to behave more cautiously\u2019,
\n(2) \u2018Introducing mandatory vaccine-only COVID-status certification in certain settings\u2019 and
\n(3) \u2018Legally mandating face coverings in certain settings.\u2019<\/p>\n

Responding<\/h2>\n

This link takes you straight to the consultation itself<\/b><\/a>.<\/p>\n

You will be asked to give your name and contact email. I want them to contact me. If you represent an organisation, tick \u2018other\u2019, otherwise tick \u2018member of the public\u2019 However, there appears nowhere to say you are responding on behalf of an organisation.<\/p>\n

Under \u2018settings\u2019 it says: \u2018the government expects that mandatory vaccine-only certification for visitors to venues and events, and vaccine-or-test certification for the workforce would be introduced for the following venues and events:\u2019<\/p>\n

There follows a list of events. You are asked if you think the list is (a) \u2018too narrow\u2019 or (b) captures too many settings\u2019. You tick that one, because \u2018not at all\u2019 is not an option.<\/p>\n

Exclude all venues<\/h2>\n

However, you have an opportunity to say that on the next page: \u2018which should be excluded\u2019. I said:<\/p>\n

\u201cAll of them. Covid certification should not come in at all. It is intrusive and will harm any setting where it is introduced. There is no evidence it has worked anywhere or will work to reduce virus spread. Imperial College have found vaccinated people can still spread the virus. In June the Public Administration and Constitutional Affairs Committee<\/b><\/a> concluded \u2018Covid passports are not the answer\u2019 to effectively managing the pandemic. The Committee warned they could \u2018cause great damage socially and economically.\u2019. Its chairman described covid passports as \u2018unnecessary and there is no justification for them in the science and none in logic\u2019.\u201d<\/p>\n

The next page asks about vaccine status. I don\u2019t mind whether people are vaccinated or not. I strongly disagree with certificates for both visitors and staff. So I tick those bullets.<\/p>\n

The next two questions assume certification. I click \u2018Don\u2019t know\u2019 for both then clarify that response in the \u2018additional comments\u2019 box: \u2018Venues should not have certification so there should be no requirement on staff to be vaccinated or tested.\u2019.<\/p>\n

Exempt everyone<\/h2>\n

On the next page you can make clear that \u2018other groups\u2019 should be exempt. Clarify that on the next page to say \u2018everyone should be exempt and covid certification should not come in at all\u2019.<\/p>\n

The next page needs bluntness and clarity. There are no groups who would benefit from certificates and all will be disadvantaged.<\/p>\n

Finally, in the last comment box, I said this:<\/p>\n

\u201cThe government official review of vaccine certificates published in July ruled Whitehall \u2018will not mandate the use of Covid-status certification as a condition of entry for visitors to any setting,\u2019 on the basis that the \u2018burden\u2019 of such a mandate would be \u2018disproportionate\u2019 to any public health benefit accrued. The Government must stick to that pledge.\u201cOnly this morning the BBC reported<\/b><\/a> that Portugal has just scrapped the requirement to present a negative Covid test result or certificate of vaccination in hotels.\u201cInstead of certification and vaccinating school-children the Government should scrap all plans for further restrictions, repeal the legislation, and get back to normal before nit is too late to save vast swathes of the economy and people\u2019s livelihoods.\u201d<\/p>\n

As to \u2018What could we do better?\u2019 my answer is: \u2018Include the option to say no to certification altogether.\u2019<\/p>\n

\u2019Pointless\u2019<\/h2>\n

Mark Harper MP, chairman of the Covid recovery Group, tweeting as @Mark_J_Harper, said this about the certification measure earlier this week:<\/p>\n

\u2018Very disappointing to see this vaccine passport proposal. No evidence published to justify it. No commitment to a Parliamentary vote in advance\u2019.<\/p>\n

He went on: \u2018Vaccine passports are *still*: Pointless, Damaging, Discriminatory.\u2019<\/p>\n

We agree. You can also Use this link to the UK Parliament website<\/b><\/a> to email your MP to ask that the Plan B proposal for vaccine certificates is scrapped. Frankly, you can tell your MP, after eighteen months of Covid-awareness, and with the winter flu season due to start in three months time, for the Government to once again suggest the NHS might \u2018come under unsustainable pressure\u2019 is to admit an astounding lack of preparation. Why have they not recruited and trained or issued low-cost visas for enough doctors and nurses to make sure the NHS is fit for purpose?<\/p>\n
